archives/gsharutils: Upgrade from version 4.2.1 to 4.11.1
DragonFly couldn't build GNU Sharutils. Upon inspection, it was seen that the last version in pkgsrc was at least 11 years old. This commit updates the GNU Sharutils to the latest version without patches. Tested on DragonFly and NetBSD. The Linux condition dealing with the glibc gettext workaround was removed with the assumption that this is no longer needed, but somebody else should test and verify this.
