If ${PACKAGES} does not exist, use it anyway. Allows settinsg such as
PACKAGES=${PKGSRCDIR}/packages/${OS_VERSION}/${MACHINE_ARCH} _without_
having to ensure each ${OS_VERSION}/${MACHINE_ARCH} is manually created
beforehand.
