Update to 0.28.

Add missing dependencies:
  p5-Algorithm-Diff>=1.19.01
  p5-Clone>=0.15
  p5-FreezeThaw>=0.43
  p5-URI>=1.30

Update p5-PerlIO-via-symlink and p5-SVN-Mirror dependencies to 0.02
and 0.53, respectively.

  This was caused by improper pool life scope and is now fixed.
