Updated to version 0.24.

Pkgsrc changes:
  - Enabled DESTDIR support.
  - Switched to using PERL5_SUB_INSTALLVENDORLIB (from lang/perl5/vars.mk)
    instead of constructing a relative path for CHECK_INTERPRETER_SKIP myself.
