Be friendly with ELF-based netbsd systems.
(issue in ucd-snmp side - submitted diff to ucd-snmp-coders@ucdavis) depend on devel/autoconf, to simplify the build. ELF breakage reported from: "Michael L. Hitch" <mhitch@lightning.msu.montana.edu>
