Update pear-SOAP package to 0.13.0. Fix PR pkg/46520.
Changelog:
* Rename QName::ns property to QName::prefix.
* Fix parsing multipart/related responses (Bugs #14756, #14854).
* Fix parsing certain WSDLs with attachments (Bill Blough, Bug #16968).
