Update postgresql and packages built from postgresql sources to 7.1.3.
Relevant changes from version 7.1.2 include:
Remove unused WAL segements of large transactions
Multiaction rule fix
Pl/pgSQL memory allocation fix
VACUUM buffer fix
pg_dump fixes for GRANT/REVOKE/comments on views, user-defined types
Fix subselects with DISTINCT ON or LIMIT
