TEXMFSYSVAR should be under VARBASE.
Previously, TEXMFSYSVAR was placed under PREFIX, which was wrong
because TEXMFSYSVAR stores variable *runtime* data. This change
relocates TEXMFSYSVAR under VARBASE and move VARTEXFONTS to its
default location inside the TEXMFSYSVAR tree.
Bump PKGREVISION.
