tex-textpos{,-doc}: update to 1.9.1
Functionality improvements: Added the \TPReferencePosition command,
to change the default reference position away from [0,0].
Added the EXPERIMENTAL \TPoptions{discardcontent=true} option,
to improve compatibility with TikZ.
