Update to 2.6.5, provided by Min Sik Kim in PR pkg/24271.

- code cleanup for strings functions (William)
- Windows: compiler patches (Mark Vakoc)
- Parser optimizations, a few new XPath and dictionnary APIs for future
XSLT optimizations.
