Initial import of ruby-xmlparser 0.6.8 pacakge.
Ruby-xmlparse is a module to access to James Clark's XML Parser Toolkit
"expat" (http://www.jclark.com/xml/expat.html) from Ruby.
It is used by net/ruby-xmlrpc4r pakcage.
