- Moved to production version
- Updating to Module::Install::DSL 1.04
- New Perl back-compatibility target of 5.6
- Made the Perl back-compat target explicit
- Bumping a variety of dependencies to pick up bug fixes

- Removed the use of base.pm
- Updated bundled author tests and moved to xt
