The rationale for changing this from "tech-pkg" to "pkgsrc-users" is that it implies that any user can try to maintain the package (by submitting patches to the mailing list). Since the folks most likely to care about the package are the folks that want to use it or are already using it, this would leverage the energy of users who aren't developers.

	USE_TOOLS and any of "autoconf", "autoconf213", "automake" or "automake14". Also, we don't need to call the auto* tools via ${ACLOCAL}, ${AUTOCONF}, etc., since the tools framework takes care to symlink the correct tool to the correct name, so we can just use aclocal, autoconf, etc.

	FAAC is an AAC audio encoder. FAAC currently supports MPEG-4 LTP, MAIN and LOW COMPLEXITY object types and MAIN and LOW MPEG-2 object types. It also supports multichannel and gapless encoding.
