Internal pkgsrc organization changes: * depends on qca-tls for SSL support, functionality confirmed working; this fixes PR#26120, PR#25444, PR#26665 * uses prepared psi language files, no longer using lrelease (the raw language files are not part of distribution), only use DEPMETHOD=build for qt3-tools
