2019-01-01chat/xchat: Remove xchat, as discussed on tech-pkg.nia3-39/+0
XChat's development has been dead for nearly a decade now. chat/hexchat is an actively maintained fork and features many bug and security fixes and support for newer protocol features. Users of XChat should migrate to HexChat, or rather, should have migrated several years ago. Use versioned_dependencies.mk where applicable. Use REPLACE_PYTHON instead of handcoded alternatives, where applicable. Reorder Makefile sections into standard order, where applicable. Remove PYTHON_VERSIONS_INCLUDE_3X lines since that will be default with the next commit. Whitespace cleanups and other nits corrected, where necessary.

X-Chat is a graphical IRC client that runs on UNIX-like systems. This is a Python scripting plugin for X-Chat. This package is based on Min Sik Kim's "xchat2-python" package available via "pkgsrc-wip".
