Bump PKGREVISION and BUILDLINK_DEPENDS of all packages using libtool and
installing .la files.
Bump PKGREVISION (only) of all packages depending directly on the above
via a buildlink3 include.

library major revision bump.

Note the interface version of the library has changed so that apps,
tools and libraries the use the base library need to be recompiled to
use it.

Tiff is backward compatible, but was broken on amd64 platform
so this makes sure new tiff is used.
