to trigger/signal a rebuild for the transition 5.8.8 -> 5.10.0.
The list of packages is computed by finding all packages which end
up having either of PERL5_USE_PACKLIST, BUILDLINK_API_DEPENDS.perl,
or PERL5_PACKLIST defined in their make setup (tested via
"make show-vars VARNAMES=...").

Pkgsrc changes:
o Change HOMEPAGE to use search.cpan.org instead of www.cpan.org.
o Remove .tgz as EXTRACT_SUFX
o Remove no-longer-needed dependency on p5-Getopt-Simple
Upstream changes:
1.11 This is a distribution maintenance release. No new
features or bugfixes were added, there is no need
to update from version 1.10.
There are two reasons for the changes: a new version
of CPAN.pm and the CPANTS code quality checks.
Adapted tests to run with CPAN.pm 1.90.
Moved change log from README section "What's new" to
this file.

Required for the update of txt2html.
This module simply interpolates option file hints in @ARGV by the
contents of the pointed files. This enables option reading from files
instead of or additional to the usual reading from the command line.
