This changes the buildlink3.mk files to use an include guard for the recursive include. The use of BUILDLINK_DEPTH, BUILDLINK_DEPENDS, BUILDLINK_PACKAGES and BUILDLINK_ORDER is handled by a single new variable BUILDLINK_TREE. Each buildlink3.mk file adds a pair of enter/exit marker, which can be used to reconstruct the tree and to determine first level includes. Avoiding := for large variables (BUILDLINK_ORDER) speeds up parse time as += has linear complexity. The include guard reduces system time by avoiding reading files over and over again. For complex packages this reduces both %user and %sys time to half of the former time.

In the patched Makefile, switch on NEEDS_STRLCPY instead of OPSYS, because OPSYS isn't defined in my world (vanilla netbsd-5 on i386), and I can't find any reason it should be. Add a comment to the patch explaining why the install: target was removed, and about NEEDS_STRLCPY.

Scaling on E error-estimate fields fixed to match O. Listen on localhost only by default to avoid security problems; this can be overridden with the -G command-line option. The packet-state machine can now recognize RTCM3 packets, though support is not yet complete. Added support for ublox5 and mkt-3301 devices. Add a wrapper around gpsd_hexdump to save CPU. Lots of little fixes to various packet parsers. Always keep the device open: "-n" is not optional any more. xgpsspeed no longer depends on Motif. gpsctl can now ship arbitrary payloads to a device. It's possible to send binary through the control channel with the new "&" command. Experimental new driver for Novatel SuperStarII. The 'g' mode switch command now requires, and returns, 'rtcm104v2' rather than 'rtcm104'; this is design forward for when RTCM104v2 is fully working.
