Update net/sdist to version 1.9:
- Add configuration file (sdist.conf).
- Change the default netgroup to dist-os-rel-arch and add options
to not use the release (-norel) and/or architecture (-noarch).

* SDIST_PAWD is BUILD_DEFS.
* Need sbin and man directory before install.
* Use *_MAKE_FLAGS instead of *_TARGET to pass make variables.
* Fix manual installation path for platform PKGMANDIR != man.
* DESTDIR ready.
Bump PKGREVISION.

packages whose base package name is "foo", and not those named "foo-bar".
A concrete example is p5-Net-* matching p5-Net-DNS as well as p5-Net. Also
change dependency examples in Packages.txt to reflect this.
