	one doesn't exist. From now on, we only add the listed PKG_SHELL to the /etc/shells file if it already exists. This fixes PR pkg/27162.

Convert packages that set PKG_SHELL to take advantage of this new feature by changing the full paths to the shells into relative paths.

The goal is to eventually have a fully featured shell that behaves as expected for normal shell activity. The Perl Shell will use Perl syntax and functionality for control-flow statements and other things.
