1) Shorter package name;
2) Be consistent with kde3-l18n-*, kde4-l10n-*, hunspell-*, aspell-*,
lang-* PKG_OPTIONS;
3) Simplify modifications to PKGNAME in some Makefiles;
4) Accordance with international language naming standards;
and rename the ispell-base package to ispell, to be consistent with aspell
and hunspell. Bump PKGREVISION where necessary.

- in order to make use of Hunspell's compound word support, categorise noun
word lists into compoundable end and non-end words.

- in order to support as well Hunspell optimized dictionary builts and ispell
and myspell builts, a complete Makefile rewrite was done. The Makefile might
now require GNU make, sorry if that causes trouble. The good news is that
makefile dependencies are clean now and make -j is possible
- igerman98 names the Ispell dictionaries after ISO 639 language codes now
(de_{AT,CH,DE}.{aff,hash})

The rationale for changing this from "tech-pkg" to "pkgsrc-users" is
that it implies that any user can try to maintain the package (by
submitting patches to the mailing list). Since the folks most likely
to care about the package are the folks that want to use it or are
already using it, this would leverage the energy of users who aren't
developers.

emacsen find the german dicitionary.

While we're at it, update to 20011124 with new Homepage and mastersite.
Changes since last version:
- Conform with new rules (use ispell-deutsch for old rules!)
- many new words, esp. imperative and subjunctive forms
- new typo file with trap words that should never get into the dict
