The 'inline' keyword is a nonstandard extension of GCC, AFAIK.
MipsPro does not like it, so remove it.
Add fgetln prototype ifndef HAVE_FGETLN.
This makes this compile on Irix with the MipsPro Compiler as well as gcc.
