Xev is an X11 debugging tool. Xev creates a window (or can attach
to an existing window) and then asks the X server to send it events
whenever anything happens to the window (such as it being moved,
resized, typed in, clicked in, etc cetera).
This is the version of xev maintained by Xorg.

xproto; should have been .renderproto so that the variable always gets
defined somehow. (Under older bmake, there was a syntax error when
IS_BUILTIN.renderproto was later checked, because for x11-links, it was
never defined in the first place.)
Remove check for X11BASE==LOCALBASE. There's even a comment there saying
we don't want to check that, so don't do it.
