Add the following to /etc/inetd.conf:

 talk    dgram   udp     wait    root    ${PREFIX}/bin/kotalkd	kotalkd
 ntalk   dgram   udp     wait    root    ${PREFIX}/bin/ktalkd	ktalkd

To put the changes into effect, reboot the machine or "kill -HUP"
your inetd.
