Add Debian packaging from debian-experimental.
Now that debian-experimental-new is both:
- unmodified mesa-7.10 upstream sources
- a child of debian-experimental
the Debian packaging (debian/*) can be added back, and we get:
- a diff from mesa-7.10 which is exactly those files
- a debian-experimental branch which can be fast-forwarded
