Drop Depends on libicu52-dbg from libxml2-dbg
It does not bring much and makes it possible to bin-NMU the package when
the SONAME of libicu changes. Change made on request of Julien Cristau of
the release team.
The package needs to be uploaded soon as it's blocking the icu transition.
