print/qpdf: require Perl for building the package
There is a small Perl program that computes an SHA1 hash. This program is
required to run the fuzzing tests as part of the build. Without Perl, the
build contains about 40 of these messages:

'fuzz/build/qpdf_fuzzer_seed_corpus/'
fuzz/build.mk:82: warning: ignoring old recipe for target
'fuzz/build/qpdf_fuzzer_seed_corpus/'
