Update to 1.7:
* Version 1.7 (released 2008-04-10)
** idn: new parameter --nfkc to process string with Unicode v3.2 NFKC.
** Minor build fix for native Win32 builds.
** Update gnulib files.
** API and ABI is backwards compatible with the previous version.
