Add "successor" tags for some removed packages, as a way to convey to

package maintenance systems that the removed package should be
automatically replaced by a particular package.  Discussed on tech-pkg.

The following example shows that gimp24 is removed, and should be
replaced with gimp, enabling users with something like 2.3.31 of
gimp24 to be updated to 2.4.1 of gimp without manual intervention.
