libXaw3d: update to 1.6.3.

     Remove CRAY/WORD64 support (unifdef -UCRAY -UWORD64)
     Replace TXT16 with XChar2b inline
     Remove support for pre-C89 headers (unifdef -UX_NOT_STDC_ENV)
     configure: Drop AM_MAINTAINER_MODE
     autogen.sh: Honor NOCONFIGURE=1
