Make compile on 1.4, but mark RESTRICTED and IS_INTERACTIVE so that it is
not built in a batch on 1.4 (it may compile, ut it doesn't run).
Also make library building more uniform regardless of MKxxxx or
NOxxxx settings in mk.conf.
