The new wrapper script framework is much better at quoting strange
arguments, and now correctly handles things like:
CPPFLAGS="$CPPFLAGS -I\$(top_srcdir)/intl"
in configure scripts without problems. Remove the patches in both
mail/mutt and mail/mutt-devel that worked around this limitation in
the old buildlink3 wrappers.
