Prefer the .la files in ${LOCALBASE}/lib over the ones in
${LOCALBASE}/${DEPOT_SUBDIR}/*/lib for "overwrite" packages when creating
new .la files. This makes "overwrite" packages look and feel the same way
as they would without the pkgviews integration.
