Update arla to 0.38. The update is necessary to support NetBSD-2.0.
The update during the pkgsrc freeze has been approved by <wiz>.
Two patches have been provided by <christos>.
Tested on NetBSD-1.6.1/i386 and NetBSD-2.0/i386.
Closes PR pkg/20906.
