Generalize BUILDLINK_AUTO_LIBS.<pkg> to BUILDLINK_AUTO_VARS.<pkg>,
which is "yes" or "no" for whether the values of any of
BUILDLINK_{CPPFLAGS,CFLAGS,LDFLAGS,LIBS}.<pkg> should be appended
automatically to their respective variables.
