SECURITY: Update xerces-c to 3.1.2.

    * [XERCESC-1925] - Wrong temporary token type causes regex construction to
      fail
    * [XERCESC-1926] - IGXMLScanner can fail to properly set its XSModel.
    * [XERCESC-1936] - ICUTransService and IconvGNUransService CAN NOT deal
