Update to xproto-7.0.9:
- add _X_LIKELY and _X_UNLIKELY (branch prediction)
- define _X_INLINE for older compilers
Add patches to handle reentrancy in X11/Xos_r.h better
by detecting via autoconf whether the interfaces are
actually present.
As this change is needed on various change for xproto to work
correctly, bump BUILDLINK_API_DEPENDS.
Take maintainership.
