Add more languages.

All checksums have been double-checked against existing RMD160 and
SHA512 hashes
Unfetchable distfiles (fetched conditionally?):

The actual fix as been done by "pkglint -F */*/buildlink3.mk", and was
reviewed manually.
There are some .include lines that still are indented with zero spaces
although the surrounding .if is indented. This is existing practice.

Unsorted entries in PLIST files have generated a pkglint warning for at
least 12 years. Somewhat more recently, pkglint has learned to sort
PLIST files automatically. Since pkglint 5.4.23, the sorting is only
done in obvious, simple cases. These have been applied by running:
pkglint -Cnone,PLIST -Wnone,plist-sort -r -F

Problems found locating distfiles:
Package cabocha: missing distfile cabocha-0.68.tar.bz2
Package convertlit: missing distfile clit18src.zip
Package php-enchant: missing distfile php-enchant/enchant-1.1.0.tgz
Otherwise, existing SHA1 digests verified and found to be the same on
the machine holding the existing distfiles (morden). All existing
SHA1 digests retained for now as an audit trail.

Libexttextcat is a library with functions that implement the
classification technique described in Cavnar & Trenkle, "N-Gram-Based
Text Categorization" . It was primarily developed for language
guessing, a task on which it is known to perform with near-perfect
accuracy.
