  sys/param.h is required for definitions of NGROUPS, MAXLOGNAME, etc.
  Without this, lookup of sys/sysctl.h on NetBSD (and maybe other *BSD
  systems) does not work correctly.
  Those preprocessor symbols are also needed during the build.
